Wessex Reserve Forces’ and Cadets’ Association (Wessex RFCA) supports over 3,000 Reservists and more than 14,000 cadets located across approximately 260 sites in the South West of England, including the Channel Islands.

The Wessex RFCA Estates team is based in Taunton and is supported by a network of locally based staff to manage the region’s diverse infrastructure needs.

Wessex RFCA’s Estates Role

Wessex RFCA’s Estates team ensure the effectiveness and quality of Facilities Management delivery across the Volunteer Estate in the South West. The team is responsible for:

  • Monitoring and assuring the performance of VIVO Defence Services.
  • Ensuring value for money in the management of public assets.
  • Managing leases, title deeds, and rental agreements across the Volunteer Estate.
  • Liaising with the single Services and Cadet organisations to identify and prioritise future estate needs.
  • Commissioning capital improvement and enhancement projects on the Volunteer Estate.
  • Delivering Soft Facilities Management such as grounds maintenance, cleaning, and waste services.

Through these responsibilities, Wessex RFCA helps ensure that the Volunteer Estate remains a vital and well-maintained resource for the training and development of Reserves and Cadets across the region.






Hard Facilities Management across the RFCA-managed Volunteer Estate is delivered via the Future Defence Infrastructure Services (FDIS) model.

In the Wessex region, VIVO Defence Services is the appointed regional prime contractor responsible for delivering Hard FM services. This includes planned maintenance, reactive repairs, statutory testing, and servicing essential infrastructure to ensure Reserve and Cadet sites remain safe, functional, and fit for purpose.

Wessex RFCA's Role

Wessex RFCA’s Estates team plays a key role in ensuring the effectiveness and quality of Hard FM delivery. The team is responsible for: 

  • Monitoring and assuring the performance of VIVO Defence Services, including fault reporting, inspections, repairs, compliance testing, and condition surveys. 
  • Ensuring value for money in the management of public assets. 
  • Managing leases, title deeds, and rental agreements across the Volunteer Estate. 
  • Liaising with the single Services and Cadet organisations to identify and prioritise future estate needs. 
  • Commissioning capital improvement and enhancement projects on the Cadet Estate, funded through the rate rebate mechanism. 
  • Continuing to oversee Soft Facilities Management such as grounds maintenance, cleaning, and waste services. 

Through these responsibilities, Wessex RFCA helps ensure that the Volunteer Estate remains a vital and well-maintained resource for the training and development of Reserves and Cadets across the region.
